Debt Pilot Report

Use the Debt Pilot Report to identify clients who may qualify to settle historic income tax debt with Tax Traders as part of IR's debt-pilot programme.

The Debt Pilot Report lists your taxpayers with income tax debt for the 2023 and/or 2024 tax years, and the amount of core tax outstanding, in one place. These taxpayers may qualify to settle this debt with Tax Traders as part of Inland Revenue's (IR) debt-pilot programme, reducing their interest cost and eliminating late payment penalties.

You can filter the report to show only the taxpayers on your My Taxpayers list or view All Taxpayers, and filter by tax period (2023 or 2024).

The Debt Pilot Report is available to users on IR connection and who are part of a firmwide access group. Both are available free of charge.

The report is only available until 1 October 2026.

 How to use the report

  • Open the Debt Pilot tab.
  • Choose your filter:
    - My taxpayers – shows only your clients
    - All taxpayers – shows the full list of clients for your organisation
  • Use the Period filter to view taxpayers with a 2023 income tax debt, a 2024 income tax debt or both. If a taxpayer has debt in both years, they'll appear as two separate rows.
  • Use Review position to go to the taxpayer's Combined Report to see what the taxpayer needs to buy to clear their debt. Use Buy to begin setting up their transaction with Tax Traders. Select the debt-pilot tick box and confirm the taxpayer meets IR’s eligibility criteria.
  • Once you've actioned a taxpayer, click the eye icon next to their row to hide them from the list. You can view hidden taxpayers again at any time by switching the filter to Hidden
  • Use Export to download the report as a spreadsheet.

Understanding the columns

Column Description
Taxpayer   The name of the client  
IRD number The taxpayer’s IRD number  
Tax to pay   The outstanding core tax amount at IR for the listed period  
Tax period The tax year (2023 or 2024) the income tax debt relates to  
Tax Traders arrangement Show if the taxpayer has an arrangement in place with Tax Traders to pay the tax debt. 
Review position Review a taxpayer’s position or begin a purchase  

Frequently asked questions

Why can't I see the Debt Pilot tab on my dashboard?

The tab is only visible to firms with an IR connection and firmwide access enabled. If your firm has an IR connection but not firmwide access, get in touch with your Tax Traders to have this turned on.

How do I know if a client is actually eligible for the debt-pilot programme?

Appearing on the Debt Pilot Report means a taxpayer has an outstanding 2023 and/or 2024 income tax debt – it doesn't automatically confirm eligibility for the programme. See the eligibility criteria before starting a conversation with your client.
